The Programs and Projects Directorate, Aeronautics Projects Branch at NASA Armstrong Flight Research Center is seeking a highly skilled individual to serve as Project Manager for Flight Research projects or sub-projects that are large, complex and/or have significant risk.
Lead and manage flight projects that are large in scope, complex and/or have significant technical or programmatic risk.
Manage significant elements or phases of complex projects with three or more subsystems, services, capabilities, or products that support major NASA functions, programs, or projects.
Apply project management techniques to manage diverse activities, which require integration directed toward meeting project objectives.
Apply cost, schedule, technical performance, and safety control techniques to ensure project objectives are being met and institutes or recommends changes, as appropriate, to ensure satisfactory accomplishment of project objectives.
Serves as an expert consultant on broad projects and programs with national impact.
Serves as the primary NASA focal point for joint program coordination at the field Center level.
Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes performing duties such as: (1) determining the requirements and executing project/budget/funding/resource plans; evaluating programmatic risk; tracking and communicating project progress and schedules; (2) experience working with aircraft maintenance/operations, flight test ranges, aircraft simulations and/or research laboratories; (3) experience working on a technical team and/or establishing a strategic plan for a technical team.
To qualify for the GS-15:
Specialized experience includes performing duties such as (1) developing, managing and executing project/budget/funding/resource plans; experience managing programmatic risk; overseeing the progress of projects, communication the status, and tracking schedules; (2) experience working with aircraft maintenance/operations, flight test ranges, aircraft simulations and/or research laboratories; (3) experience with strategic planning and leading a technical team towards an established vision.

- Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
