The Installation Surveillance Team (IST) Field engineer is responsible for delivery of the following activities for Hinkley Point C (HPC):
Surveillance of Erection and Installation of equipment in the scope of IST on HPC site. The scope is described as welding, Non-Destructive Testing, on-site assembly and manufacturing, storage of mechanical components, stainless surface integrity, and hydraulic tests.
They will be part of a team providing client inspection services to ensure compliance with the relevant codes, standards, technical specifications and contractual requirements. The IST Field engineer reports to the IST Superintendent for their scope of works. The IST Superintendent reports to the Installation Surveillance Team Manager.
Hinkley Point C is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC site construction team.
Because of the scale of this project, the programme duration and the immovable completion date, the IST field engineer should have previous experience in delivering large and complex projects under similar constraints.
The IST field engineer will be a staunch advocate of our Nuclear Safety Culture, and help to embed this approach in all processes and activities undertaken on the project.
The IST Field engineer will principally be required to work at the HPC site in Somerset, UK. Some travel to Bristol, UK will be required for meetings. Additional locations where work could be undertaken include: Avonmouth, London and Paris. Some international travel may be required on an ad hoc basis.
Framework & Boundaries
The IST Field engineer will report to and act under the responsibility of a specific IST Superintendent. They may also be required to support other parts of the Project team from time to time.
They will work across the scope covered by IST in collaboration with a number of other IST Field engineers and Superintendents in order to cover the full extent of activities on HPC site.
They may also be required to work with other teams in MIT on the following topics:
Manufacturing surveillance, in order to manage internal interfaces across HPC contracts;
Management of the contract with third party inspection agency, for manufacturing and installation surveillance.
They will work also with HPC site surveillance team and the construction delivery team to ensure coordinated and effective surveillance solutions are delivered for the HPC project.
The IST Field engineer is responsible for:
Surveillance of Erection and Installation of equipment in the scope of MIT on Hinkley Point C site
Scope: Welding, NDT, Welding, NDT, Manufacturing on site, Storage of mechanical components, Stainless surface integrity, Hydraulic tests.
Functional Perimeter: Erection and Installation surveillance consisting of field inspections on HPC site, review of installation documentation including welding procedure specification (WPS) and weld procedure qualification records (WPQR).
Reporting to the Installation Surveillance Team Manager, IST Superintendent and the project team via the Construction Delivery Lead.
Contributing to the development, implementation and monitoring of the processes, procedures, instructions, etc. applicable to IST activities including the incorporation of Operational Experience (OPEX) where applicable;
Contributing to risk workshops and identifying risks within their scope.
Contributing to relevant constructability reviews to ensure welding and NDT efficiency opportunities are identified and pursued.
The monitoring of discrepancies detected through audits or inspections;
Promoting and enforcing the safe delivery of all aspects of the project at all times. To this end, IST manager will be a staunch advocate of our Safety culture, and help to embed this approach in all processes and activities undertaken on the project.
Proactively communicating with other site teams (H&S, contract, project controls, logistics) and Delivery Managers to maintain good communication links, and ensure activity is reported in a timely manner.
Contributing information on specific area to weekly and monthly reports.
Supporting team instructions to take temporary measures to mitigate and keep works safe and within Quality standards. Following up by taking appropriate and proportionate action (e.g. issue communications, call meetings) to avoid the halt of works.
Ensuring clear, two-way communication with Line Manager so that all activity is directed appropriately
Assisting with forecasts for the team with a view to upcoming site activities (planning 6 months to a year in advance).
Knowledge & Skills
Working knowledge of relevant British & European standards, construction and design codes/guidelines such as RCC-M, ASME.
Knowledge of the documentation used in safety critical construction and fabrication environments such as Inspection and Test Plans, End of Erection Status Reports.
Strong communication skills in English required, knowledge of French can be an advantage.
Ability to maintain quality standards in a high pressure environment.
Qualifications & Experience
The successful candidate will demonstrate experience working or studying the fields of metallurgy, welding and NDT.
Experience in weld inspection on large construction projects.
A welding inspector qualification (e.g. CSWIP 3.1 or equivalent) as well as a basic ‘appreciation of NDT’ qualification is strongly desirable. The candidate may be supported through these qualifications if they have the right profile.
Higher level qualifications in both welding (CSWIP 3.2, IWS etc.) and NDT (PCN or equivalent) would be desirable although are not essential for the fulfilment of this role.
Experience in large power plant design, manufacture and construction.
Good working knowledge of Quality Management practices, methods and processes.
Knowledge of the fabrication and installation of pressure systems.
Depending on the scope covered, experience in structural steel, welded pre-fabrication of reinforcement cages and civil/mechanical interfaces is desirable.
