We are seeking a high-impact leader to join our Payments team as part of our growth. The Director of Payments Regulatory Operations will lead a team and help shape and support our Payments’ regulatory operations. Etsy Payments is a complex and high-volume payments and compliance platform that is used to perform and enable numerous functions across 45 countries. This includes card and alternative payment method processing for buyers, funds disbursement for sellers via third party partners and seller ledger management, in compliance with regional and international requirements.
This is a full-time position reporting to the VP of Payments. This person will be located (eventually) in Dublin. We are considering remote candidates based in Ireland for this position. Etsy offers three different work modes to meet the variety of needs and preferences of our team: Flex mode for candidates who are comfortable traveling to an office location 2+ times per week, Remote mode, and Office-based mode. About the Role
In this role you will:
Set the vision, strategy, and planning of Payments Operations’ regulatory effort internationally (in close collaboration with Legal, Compliance).
Establish optimal payments operating models for relevant entities across different regions, taking account of existing and anticipated legal, regulatory and tax requirements.
Understand and communicate the current and evolving global payments regulatory landscape in partnership with Legal/Risk & Compliance.
Represent Etsy Payments to relevant industry and regulatory bodies.
Work closely with colleagues in Payments to plan for any changes required to Etsy Payments Operating model as a result of, e.g., changes in processes, products, external partners or new payment methods.
Oversee operations and outsourced functions of any regulated entities established by Etsy to provide payments services in different regions, where required.
Act in an executive capacity for relevant Etsy regulated entities and act as Chief Executive Officer (“CEO”) of Etsy’s payments subsidiary in Ireland, Set strategy and establishing oversight of operations, compliance, and overall performance. This includes, for example, leading, and presenting to, the entity board of directors, leading all aspects of project management and execution of all operations efforts, and ensuring resolution of any relevant payments incidents.
Lead a small, Dublin-based Regulatory Operations team.
Of course, this is just a sample of the kinds of work this role will require! You should assume that your role will encompass other tasks, too, and that your job duties and responsibilities may change from time to time at Etsy’s discretion, or otherwise applicable with local law.
Ideally you’ll bring:
8+ years of experience in eCommerce, FinTech or Banking Payments.
Experience as a people manager.
Worked in, and ideally held a pre-approval controlled function (“PCF”) or played a leadership role in a financial services entity regulated by the Central Bank of Ireland.
Successful track record of speaking with, and representing interests to, industry regulators
Proven operational knowledge of the payments industry. Ability to identify industry and regulatory changes and trends and assess impact and necessary infrastructure changes in support of the evolving payments landscape
Understanding of the operational underpinnings of a Payments function: pay-ins, pay-outs, flow of funds, etc.
History of working with legal and compliance functions
International experience, or experience working with cross-border teams.
Ability to collaborate across cross-functional teams in a matrix organization.
Fluent in written and spoken English. Bilingual in a second language is a plus.
Bachelor’s degree in a relevant field, or equivalent work experience.
CEO of a regulated entity is designated as a pre-approval controlled function (“PCF”) under the Central Bank’s of Ireland’s Fitness & Probity Regime. The proposed role-holder will, therefore, also require CBI pre-approval.
