Job Description:

SUMMARY

Provides professional assistance to the WCED division in all phases of budget services, including budget preparation, formulation, presentation, execution, and financial management policy.

ESSENTIAL FUNCTIONS

· Develops, proposes, prepares and manages WCED’s divisional budget and integrates the final budget into financial reporting systems

· Works in close collaboration with divisional VP’s to monitor WCED budget unit leaders (BUL’s) management and to ensure WCED fiscal management objectives are achieved

· Maintains productive collaborative partnerships with the Administration & Finance division regarding college-wide fiscal management

· Serves as a key contributor in the development and refinement of the WCED Strategic and Tactical plans

· Serves as a key contributor in the development and refinement of the WCED performance metrics

· Processes daily divisional requisitions and BCRs in a timely manner

· Manages the development, performance, and assessment of assigned staff

· Responsible for leading the development of a WCED resources guide

· Monitors and records revisions to divisional budgets

· Serves as primary point of contact to others involved in preparing and reconciling divisional budgets such as general operating, restricted and auxiliary, etc.

· Leads and completes feasibility studies, process improvements/re-engineering and achieving executive management strategic objectives, benchmarking, strategic planning development and evaluation of key performance indicators

· Assists in the development, presentation and administration of the WCED operating budget, including variance analysis, revenue and expenditure forecasting, cost accounting, and customized development of reports to assist Executive leadership

· Develops, maintains and assures compliance with budget and accounting policies and procedures

· Prepares required budget reports for internal and external entities

· Develops and administers related training to divisional leadership, all BUL’s, and others responsible for budget preparation and administration

· Oversees the monthly reconciliations of WCED receivables

· Assists, supports and conducts monthly site Budget Meetings to ensure an on-going budget review and planning process and to provide a pro-active approach to problem resolution and information sharing

· Works with Director of WCED Grants Management to effectively measure the impact of the grant initiatives on the overall divisional budget

· Participates as a key member in other organization wide projects

· Performs other duties as assigned

Qualifications:

REQUIRED QUALIFICATIONS

EDUCATION AND EXPERIENCE/TRAINING

· Bachelor’s Degree in Accounting, Finance, or related field

o Significant related experience may substitute for education

· Minimum five years of progressively responsible experience in public sector accounting and finance

· Demonstrated experience hiring, training, developing, scheduling, supervising and managing the work performance of others

· Demonstrated experience forecasting, planning, maintaining, preparing, and monitoring a business area’s budget

· Demonstrated experience effectively making decisions that have significant, broad implications on the management and operations of a division (or equivalent business area)

· Demonstrated effectiveness in a role requiring dynamic and abstract problem solving methods in adaptive situations
