Reporting to the Training and Development Manager, this is an excellent opportunity for a dynamic and collaborative Instructional Designer that is responsible for designing and delivering training to Communications Centre staff and client agency end users; and monitoring the work performance of Communications Operators in order to identify refresher training needs and readiness for further training.

In conjunction with a subject matter specialist, research, develop and deliver course materials within the emergency Communications Centre; analyze tasks and objectives and develop course materials for presentation, testing, and for instructor and participant use.

Conduct virtual and classroom training sessions for individuals and groups; facilitate train-the-trainer sessions.

Mark examinations and conduct post-course quality assurance evaluations; evaluate overall effectiveness of courses to ensure transfer of skills and knowledge to students; oversee training facilities.

In consultation with a superior, determine training project timelines and the most appropriate instructional method, such as in-class, virtual or e-learning.

Assist in monitoring the performance of Communications Operators in order to identify refresher training needs and readiness for further training; provide coaching and recommendation based on observed performance of participants.

Work closely with the Quality Assurance Team to identify performance trends and patterns and provide appropriate training recommendations; may monitor and evaluate calls based on established quality standards.

Work closely with the Policy, Systems and Implementation Team to recommend changes to policies and procedures which will enhance service productivity; may assist in the development of work methods, standards and procedures for the Communications Centre.

Act as a resource to Communications Centre staff on Centre procedures and equipment operation.

Attend court to provide evidence, when required.

Perform other related duties as required.

Certificate or diploma in Adult Education or a related field plus sound related experience; or an equivalent combination of training and experience.

Knowledge of the principles and methods of adult education and course design.

Knowledge and thorough understanding of e-learning techniques and software (Articulate Storyline 2 & Camtasia).

Knowledge of functions within a Training and Development work environment and the rules and regulations governing Communications Center activities.

Ability to develop a variety of lesson plans and course materials related to the work.

Ability to conduct effective individual and class training sessions, and provide coaching and feedback.

Ability to evaluate the overall effectiveness of training courses.

Ability to assist in identifying performance trends and recommending policy and procedural changes to enhance service productivity.

Must be a dynamic speaker who demonstrates excellent verbal/written communication skills.

Must be Innovative and demonstrate a high degree or creativity, and constantly look for new ways of designing and delivering training.

Proficient in using Microsoft Office products (Word, Excel, PowerPoint, Outlook and Sharepoint).

Capable of quickly learning new software programs – experience working with a learning management system considered an asset.

As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm.


Wage/Salary: PG 22 | $32.79 to $38.59 hourly; $68,203 to $80,264 annually (2018 rates)

Job status: Regular Full-Time

Hours of Work: Monday to Friday, 40 hours per week
