FIRST AND FOREMOST, THE POSITION IS RESPONSIBLE FOR TAKING CARE OF MARINES, SAILORS AND FAMILY MEMBERS.

Major Duties

Serves as Supervisory Librarian, with responsibility for two libraries: The Main Library on MCAS Beaufort and the Branch Library on MCRD Parris Island. Leads by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Personal and Professional Development Branch of Marine and Family Programs that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees and service to its patrons.
Directs overall library operations providing mission, education and quality of life support to base personnel, their families and retirees. Follows Headquarters Marine Corps policy and guidance on administration of an installation library program. Responsible for the full scope of library functions to include library administration, personnel management, circulation services, reference/research services, technical services, and technological development and support. Maintains effective working partnerships with other librarians in the area to enhance the installation library services. Ensures mandatory reports are accurate and timely.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Monitors funding allocations, meets expenditure targets, and justifies unfunded requirements.
Is responsible for the facility; i.e. maintenance and improvements, purchase of furniture and equipment, and allocation of space within the facility for various library functions. Manages new property resources and may provide direction on facility renovations and improvements. Develops long-range plans in conjunction with internal operating directives.
Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, prevention of sexual harassment, and all other regulations, laws and policies. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Must be alert to alcohol abuse, and take appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee well-being.
Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Develops and ensures implementation of an activity safety program in accordance with applicable Base Safety Program. Ensures that safety training is provided to employees, and may conduct safety meetings. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and associates, and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Performs other related duties as assigned.

Qualifications

Masters degree in Library Science (MLS) or Masters in Library and Information Science (MLIS) from an ALA accredited program. Ability to supervise to achieve the ultimate mission of the activity. Professional knowledge of librarianship including the performance or supervision or administration of a major functional area, and extensive knowledge of a broad area of library functions and the ability to apply principles, practices and procedures of library organization and management. Comprehensive knowledge of planning, budgeting and collection development for a multi-purpose library program, to include knowledge of the print and non-print resources associated with the field of military arts and sciences, and background knowledge of suitable sources for purchase of specialized materials and equipment. Must have knowledge of the provisions of the National Interlibrary Loan Code and familiarity with the Copyright Act of 1976 affecting interlibrary loans for the purpose of obtaining materials not held by the library. Must have a high level of computer literacy and knowledge of and skill with integrated library systems, computer operating systems and database management. Must be able to communicate effectively both orally and in writing. This is a white-collar position where occasional lifting up to 20 lbs may be required.
