Rate of Pay: 50,000 plus DOE

Job Summary: The Outpatient Competency Restoration Program (OCRP) provides timely and effective competency restoration services to individuals determined by the court as not compliant to stand trial and appropriate for community treatment. This program works closely with the Health Care Authority and DSHS Forensic Navigators. The Subject Matter Expert provides direct clinical services to clients including working with client individually in the office and in the community on an outreach basis.

Essential Job Duties:

Provide immediate crisis intervention and resolution as needed.

Maintain client and staff confidentiality at all times.

Have legible handwriting.

Be able to do simple mathematics.

Be able to read and comprehend agency/client charts.

Specific Duties Required of Subject Matter Expert (SME):

A. Upon request the SME will assist clients in:

Utilizing the “Breaking Barriers Competency Program” to provide individualized assessment barriers to competency.

Provide client individualized care plans to address barriers to competency.

Monitor client’s barriers to competency.

Provide standardized psychoeducational and psychosocial treatment.

Develop and maintain an individualized care plan including client’s barriers to competency and assigned interventions.

Work with clients in classroom environments weekly with goal of assisting clients on fully understanding their legal competency rights.

B. Upon request of the Forensic Navigators the SME will:

coordinate new referrals.

direct & coordinate client intakes to ensure timely completion of intake documentation.

C. SME expected to promote Trauma Informed Care principals as basic general competency including the following:

D. SME will perform the following responsibilities when called upon:

Work semi-independently managing a caseload of client in a highly competent and professional manner.

Complete daily a significant amount of non-routine tasks of moderate complexity which are guided by formal policies and procedures.

Provide back-up or outreach accompaniment to staff members whose clients may be in crisis.

E. SME will be required to have the following skills and knowledge:

Familiarity with the DSM-V and ability to apply diagnostic criteria.

Ability to develop and implement treatment strategies tailored to individual client needs.

Ability to assess training needs of team members and provide training and coaching when appropriate.

Time management skills, priorities and paperwork; excellent written and oral communication skills.

Must be able to work effectively in a team environment and the ability to collaborate effectively with external partners.

Understanding of the importance of clear; professional boundaries and maintenance of such.

Cultural competency

F. SME will be required to do the following as part of their job duties:

Perform assigned duties which include but are not limited to:

Attend all Team/staff/community/agency meetings interacting in a collaborative, professional and constructive manner.

Attend all program and agency mandated trainings.

Performs other duties as assigned.

Job Requirements:

Current First Aid and CPR cards.

Current home phone/address.

Valid driver’s license and clean driving record in order to use agency vehicles

Documentation of personal insurance in order to use personal vehicle for member transport and to use agency vehicles.

Agree to permit Criminal Conviction Inquiry.

Be free of substance abuse.

A working knowledge and adherence to all agency policies and procedures.

Minimum Qualifications:

Master’s or Bachelor’s degree in a mental health related field and one years relevant experience.

Must be eligible for a Washington State Department of Health Agency Affiliated Counselor Registration or other licensed mental health credential.
