About this Position / Responsibilities:
The primary purpose of this position in this Federal Government Agency is to provide technical support for network services, systems administration, IT infrastructure planning, performance evaluation, planning and implementation of security administration, data management, day-to-day troubleshooting for client workstations and tablets, servers, routers, and telecommunications. Supplemental duties include assisting the Executive Director in the long-range policy development, planning and implementation strategies of the Commission’s Information Technology program, and Continuity of Operations plans (COOP).

MAJOR DUTIES AND RESPONSIBILITIES

Provides technical guidance with analyzing and defining network requirements; analyzing network workload which includes monitoring network capacity and performance. Diagnoses and resolves network problems by fully documenting issues and resolutions. Develops and maintains network infrastructure backup procedures. Configures and optimizes network servers, routers, and switches. Plans and schedules network and telecommunications operations upgrades by installing, testing, maintaining, and upgrading operating systems, software, and equipment.

Manages systems resources including performance, capacity, availability, serviceability, and recoverability. Develops and documents systems administration standard operating procedures in order to ensure systems availability, functionality, integrity, and efficiency.

Consults in strategic operational planning. Develops technical specifications for acquisition of new software or upgrades of existing applications. Evaluates new, state-of-the-art network software applications and conducts studies to determine their applicability for Commission use. Identifies feasibly utilized IT developments and emerging technologies to design, develop, and manage systems that meet current and future business requirements and leverage the Commission’s existing architecture.

Develops long-range configuration and conversion plans to ensure continuity of network and system operations as new equipment and systems are phased in. Coordinates with headquarters (Washington, D.C.) and field office (Denver, CO and Pittsburgh, PA) staffs regarding the installation and configuration of hardware and software. Conducts post-implementation reviews of installed software to ensure that objectives have been met.

Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues, and development. Overcomes objections to recommended solutions, addressing concerns over feasibility, cost, and/or comparable.

Participates in COOP planning and implements a plan for disaster recovery by implementing and maintaining a strong failover recovery process. Maintains, updates, revises and circulates IT policies and procedures. Serves as the focal point on procedural matters for the IT support committees. Recommend standards and procedures for use in the evaluation of performance and use of the operating systems. Reviews legislation, regulatory and procedural materials in order to assess the impact on existing hardware and software.

Remains current on IT security requirements, equipment and procedures. Installs and maintains IT security applications and patches. Configures and maintains firewall protections. Conducts risk analyses and recommends IT security and systems upgrades as necessary.

Monitors and addresses helpdesk tickets from employees though a database and process request for deletion and maintenance of user accessibility to the network, devices, and associated applications. Responds to end users’ issues and annotates appropriate resolutions.

Provides support as network and system administrators for IT and telecommunication by performing the following tasks: adding and removing new users, assignment and removal of rights and permissions, and assignment of equipment and other devices. Provides troubleshooting support to the Commission headquarters and field office regarding software, networking and computer operations in a wide area network environment. Develops solutions to integration/interoperability issues impacting the in Test and Deploy Windows 10 Image on supported laptop and desktop including setting up printers and other peripherals.

Qualifications:
Qualifications:
Bachelor’s degree in a technical or business related discipline with a minimum of 5 years IT work experience. Significant experience with Windows 10 and MS365 deployments as detailed below:

Test and Deploy Windows 10 Image on supported laptop and desktop including setting up printers and other peripherals.

Keep track of all Windows 10 issues from patches, features, deployment, permissions on the Project site and ticketing system

Install requested application/s on user machines.

Collaborate with operations, PC Lab and Helpdesk resources to troubleshoot issues related to Windows 10 migration.

Work directly with customer pre- and post-deployment to resolve any issues pertaining to migration process

Excellent customer support skills (In-person and on the phone). Excellent soft skills including a mastery of customer service – theory and execution.

Extensive experience with migrating users from Windows 7 to Windows 10.

Working knowledge of active directory for Windows 10 group policy settings.

Familiarity with Desktop Image creation/deployment process.

Knowledge of Microsoft products such as O365, SharePoint, Outlook.

Software and hardware troubleshooting skills to resolve issues arising due to Windows 10 Operating system.

Provide technical expertise on Office 365 services: Teams, Microsoft Azure, Multi-factor Authentication, Single Sign On.

Maintain accurate documentation processes for areas of responsibility.

Review and respond to security events and alerts.

Research various security incidents, their cause and effects. Work with Service Desk, Desktop Support, Server, Information Security and Network Operations team members as appropriate to troubleshoot, resolve and document specific internal incidents and/or breaches within established SLA’s.

Serve as subject matter expert (SME) resource on office 365 environment.

Assist in training end-users during all upgrade phases.

Resolve reactive support request escalated from services delivery team.

Supporting the migration of AD user objects and other data to O365.

Supporting integrated archiving and backup solutions to meet high availability SLAs, as well as security and legal requirements for the organization.

Performing Active Directory and Exchange Server 2016 deployments and decommissions.

Analyzing and developing innovative resolutions for complex problems involving high availability and/or performance at the system level.

Creating and maintaining documentation for the mail flow and network design, IP address and port traffic data, and service communications information documentation for the O365 environment.

Implementation of advanced functions of Office 365 Security and Compliance center.
