POSITION:
Network Security and Data Protection Engineer

LOCATION:
Department of Information Technology

REPORTS TO:
Director of Information Technology

JOB SUMMARY:
Supports CCPS Information Technology supervisory staff and works with CCPS network engineers to ensure the development and implementation of security policies, procedures, and practices in a networking environment. Provides technical engineering and best practices concerning the overall security of the organization’s network infrastructure. Works closely with CCPS network engineers to implement measures which safeguard access to enterprise data. Work closely with other CCPS staff on the development, delivery, and ongoing maintenance of a comprehensive data governance and security framework for Calvert County Public Schools to ensure compliance with relevant legislation and regulatory frameworks governing the access to, retention, sharing, and disposal of data.

KNOWLEDGE, ABILITIES, AND SKILLS:

At the time of application, the candidate must have:
Associate degree from an accredited college or university in computer science or related field of study; minimum of two years of progressive experience of IP network architecture and secure network architecture;

or

Minimum of six years of progressive experience in IP network architecture and secure network architecture

Security+, CCNA, CISSP certification preferred

Strong working knowledge of the TCP/IT protocol suite and the ability to perform troubleshooting of networks and associated devices. Understanding of network security including intrusion detection, firewalls, DMZ, routers, VPNs, and common network-level vulnerabilities

In-depth experience in security event monitoring and intrusion detection/prevention, firewalls, VPN, SSL, log management, packet capture technologies, and vulnerability assessment tools

Experience in trouble shooting switches, routers, frame-relay, ethernet, and wireless

Advanced knowledge and experience with networks, ports, protocols, and Windows operating systems

Knowledge of information security standards, rules, and regulations related to information security and data confidentiality

Strong incident handling experience, including knowledge of common probing and attack methods, network/service discovery, system auditing, viruses, and worms

Excellent system analysis techniques and analytical skills

Good project management skills and is a proactive, self-starter; ability to work independently, as well as within a team

Strong verbal/written communication skills, technical design skills, and be well-organized

Ability to work varying hours and shifts.

ESSENTIAL JOB FUNCTIONS, DUTIES & RESPONSIBILITIES:
Lead the implementation of information security practices within the Information Technology Department by working with CCPS network engineers to ensure that the school system embeds a compliant and auditable data governance and security framework

Establish, undertake, and maintain a review and development process to ensure robust and systematic governance arrangements in relation to data management

Work closely with CCPS senior network engineers in their day-to-day responsibilities in the continual improvement of the network infrastructure and implementation of new security-based technologies

Implement and maintain Azure Advanced Threat Protection

Establish alternative security measures to support disaster recovery efforts and provide fault resolution and escalation, as needed

Research and monitor current, new, and emerging trends in industry/international information, security-related standards and regulations and develop cutting edge innovative solutions for IT network security

Develop and provide security analysis reports to discover potential vulnerabilities, document and report findings, and recommend corrective measures

Establish, develop, and maintain data quality standards and associated audit processes to ensure that the quality standards are maintained

Plan and implement network penetration testing. Perform security assessments and review networking initiatives for security compliance in order to identify and prevent security breaches. Schedule and coordinate annual information systems security assessments

Establish and implement an incident reporting framework to include the reporting of relevant data security investigations and compliance concerns to the CCPS Data Governance Committee

Serves as a member of the CCPS Data Governance Committee, providing expert and pragmatic advice and guidance on all areas of data governance to ensure that information security is embedded in all aspects of the school system’s practices and operations

Collaborate with other CCPS departments to identify needs and implement security awareness processes tailored to meet the needs of the data user groups to ensure that all members of staff are aware of their responsibilities with regard to data safety and security

Provide specialist support and guidance to ensure compliance with CCPS Data Governance Procedures and Policies

Keep abreast of developments in cyber and information security threats to ensure that the school system’s policies and procedures are robust and resilient to those threats. Work with the Director of Information Technology to respond to any vulnerable areas of data governance, information security, and data protection

PHYSICAL DEMANDS:
Requires moderate physical effort, including lifting and carrying objects weighing up to fifty (50) pounds

May be subject to a flexible work schedule

TERMS OF EMPLOYMENT:
Twelve (12) month position and salary commensurate with qualifications applied to the salary schedule for support employees (Scale 31). If chosen for this position, the candidate must enroll in direct deposit.

FLSA STATUS:
Non-exempt

EVALUATION:
Performance will be evaluated annually in accordance with the policy on evaluation established by the Calvert County Public Schools.
