In July 2020, iMMAP initiated the COVID-19 Situational Analysis project funded by the Bureau of Humanitarian Assistance (BHA) of USAID. The project provides a solution to the growing global need for information, assessment and analysis among humanitarian stakeholders.
A team of experienced personnel that includes project managers, information management officers, data analysts, thematic experts, and data visualization officers, are working towards strengthening the information flow available to humanitarian actors to enable humanitarian organizations to better respond to the COVID-19 pandemic. In Bangladesh, Burkina Faso, Colombia, DRC, Nigeria and Syria, iMMAP and its main partner, Data Friendly Space (DFS), are using DFS’ Data Entry and Exploration Platform (DEEP) to develop tailored data analysis processes to support the humanitarian community https://immap.org/global-covid-19-situational-analysis-project/.
The project collates data generated by humanitarian actors and other stakeholders including academia, the private sector and government agencies. Using the deep platform, staff extract, quality control, process, and aggregate data from hundreds of different data sources which are coded using a specific analysis framework. DEEP generates repositories of pre-organized secondary data for each country, addressing the challenges in data and information comprehensiveness, consistency and value. This data is then synthesized into monthly situational analysis reports for each of the six countries and provide an update on socio-economic, security, COVID-19 statistics and restrictions and ongoing conditions for all humanitarian sectors/ clusters. These reports are widely utilized and facilitate a better understanding of the humanitarian impact of COVID-19, and support partners in planning and targeting response operations amid the global crisis.
After several months of producing monthly situational analysis reports, the project is well placed to report upon lessons learned from the project. We are considering a sector-based lens that would focus on the gathered lessons learned we believe to be beneficial to the humanitarian sector.
We are looking for a lead researcher to review the project data and report on main Protection lessons learnt across the 6 project countries. Each Lessons Learned report aims to provide an overview of the main data challenges (an overview and comparison of the number and type of assessments; main actors; methodology of assessments; quality metrics of assessments associated with one key technical Cluster/ Sector. Utilizing this approach, we propose to conduct an in-depth analysis (covering 6 countries) of the challenges encountered over the pandemic period and the initiatives actors pursued to adapt to the new conditions. The aim is to come up with recommendations based on best practices that could be implemented in various contexts.

Description of Duties
Extract information on assessments from the DEEP Data Platform
Conduct key informant interviews with key stakeholders in technical sectors at global and country level
Review monthly Situational Analysis reports and extract relevant information c
Review data gaps analysis from COVID-19 Project
Conduct analysis to identify changes in the type, methodology and quality of assessments over time
Provide a review of the challenges faced by Clusters/ Sectors/ Inter-agency working groups in collecting data and the implications for evidence-based decision making
Research how organisations and clusters have adapted to COVID-19 using innovative solutions in data collection, analysis and synthesis
Work with project staff from each country to validate results
Validate results with key stakeholders from lead agencies, clusters/ sectors and working groups
Generate a final report on “Overview of data collection, trends, challenges and adaptation in the Protection Sector during COVID-19
Present findings during workshops and presentations to partners
5 – 8 years working on Monitoring & Evaluation, needs assessments, research and analysis
Experience with quantitative and qualitative secondary data analysis
Subject matter expert in Protection data with experience in data collection design, analysis and reporting
Expert knowledge of data collection tools and methodologies with demonstrated qualitative and quantitative data skills
Deep understanding of humanitarian contexts in multiple settings, experience with any of the project countries is advantageous
Familiarity with the Global Protection Cluster is an advantage
Effective communication skills to work among clusters, agencies and the government
Fluency in English is essential, intermediate knowledge and above of French and Spanish is desirable
